Employer never paid me since I started working and owes me around $18k

Hi everyone, I live in North Carolina and need some advice about my situation. I worked remote for a startup for almost 3 months. The company registered in another state and the owner also live in another state. Everyone on the team work remote from different states. I have signed offer letter and based on that they owe me around $18k. I never receive any paycheck since I started. I have emails, messages, work records and other documents that show I was working for them. My biggest concern is they never finish my onboarding and payroll. I gave them my information for onboarding but they keep saying they change payroll company and it never completed. So I am worry they can say I was not employee even I worked full time for them. I already filed wage complaint with Department of Labor. I contacted to several lawyers, but they did not accept my case. Does anyone know an attorney in North Carolina or who handles this case?
