Mr. McCown also served as the first general counsel of the Federal Motor Carrier Safety Administration (FMCSA) where he was responsible for implementing the remaining surface provisions of The NAFTA free trade agreement. He also served a key role in a Seminole Supreme Court environmental law case over constitutional separation of powers in U.S. Department of Transportation v. Public Citizen, 124 S.Ct. 2204, 159 L.Ed.2d 60 (2004).. Before attending law school Brigham served on active duty as a commissioned naval office and naval aviator. A veteran of Desert Storm, he accumulated over 2,250 hours of flight time including over 600 landings at sea. Brigham retired from the U.S. Navy in 2013 after 26 years of active and reserve service..
