Joel Bieber was born in Muncy, Pennsylvania. One grandfather was a farmer; the other a minister. His father is an educator/minister and his mother is a hospital lab technician/ artist. As a young man, he attended Old Dominion University where he graduated with a B.A. in Political Science before attending Oklahoma City University Law School and graduating with his Juris Doctor in 1986.
