While there, I primarily worked with family offenses and juvenile delinquency cases, as well as Title 9 prisoners’ rights cases. My academic tenure included working with Prisoners Legal Services of New York and The Legal Aid Society, where I spent my time drafting motions for conventions against torture and stay of deportation. I also worked with the Albany County Community Police Review Board to create a disciplinary matrix for police misconduct violations committed by police officers.
I moved back to my hometown in Albany after graduating from Notre Dame Law School. During my first dozen or so years, I was fortunate enough to have been taught how to defend medical malpractice and general tort cases by two legends im the field of defense - James Carter, Esq. and James Conboy, Esq. In 1994, my brother, Michael Jude O'Connor and I founded O'Connor, O'Connor, Bresee & First, P.C. along with Dennis First and Dianne Bresee. Over the past 30 years, I have tried upwards of 100 cases to verdict throughout all of New York State in both State and Federal Court. My practice areas include medical and professional malpractice, motor vehicle/trucking, New York State Labor Law, premises liability and commerical litigation. My overriding goal has always been to obtain the best possible result for my clients in an ethical and professional manner.
I head the Medicaid, Contracts, Real Estate, and Trusts and Estates Bureau within the Office of Counsel for the New York State Office for People With Developmental Disabilities. OPWDD is responsible for coordinating services for more than 128,000 New Yorkers with developmental disabilities, including intellectual disabilities, cerebral palsy, Down syndrome, autism spectrum disorders, and other neurological impairments. It provides services directly and through a network of approximately 750 nonprofit service providing agencies, with about 80 percent of services provided by the private nonprofits and 20 percent provided by state-run services.

I have worked as a Court Attorney for the NYS Court system for 28 years. I was the supervisor of the Nassau County District Court Law Dept. prior to moving to Albany in 2002. I am now the Law Clerk for the five City Court Judges. Annually I lead a CLE for the Albany County Bar Association on Landlord/Tenant Law.
