In 1984, he became a member of the bars for United States District Court for the District of Columbia, United States Court of Appeals for the District of Columbia and the District of Columbia Circuit Court. In 1986, Mr. Scarlett became a member of the bars for the United States Tax Court, United States Court of Appeals for the 4th Circuit, and the Supreme Court for the United States. He was also admitted in 2002 as a member of the bar for United States Court of Appeals in the Third Circuit and, in 2007, became a member of the bar for the United States Court of Federal Claims.. Mr. Scarlett received a Bachelor of Arts degree from St. Lawrence University in 1976 and went on to obtain a Masters in Business Administration from University of Notre Dame, South Bend, Indiana in 1978.
