Richard L. Gilman is a Principal and Co-Founder of Gilman & Edwards, L.L.C. Before working for the Tax Division, Mr. Gilman was a trial attorney with the U.S. Department of Housing and Urban Development (HUD), Fair Housing Division. While at HUD, he issued informal opinions regarding the Real Estate Settlement Procedures Act (RESPA) and prosecuted complaints of discriminatory housing practices on behalf of aggrieved persons.
