Joe has also sat as the Chairman of the Fillmore County Mental Health Board since 1975. As Chairman, Joe has presided over many mental health cases for Fillmore, Clay, Saline, Jefferson, Seward and York Counties.. Joe has been a life long resident of Geneva. He is the third generation Bixby residing in Geneva. Doctor Bixby is Joe’s grandfather, a medical doctor and former Mayor of the City of Geneva. Joseph Bixby Jr, was Joe’s father. Joseph sold insurance and started the Fillmore County Bank in Geneva with his brother, John. John Bixby also sold insurance under the name of Bixby Insurance. John later became the City Administrator for the City of Geneva serving the City for many years..
