Immediately after graduating from law school in 1991, Mr. Shepard served as an attorney for the U.S. Navy Judge Advocate General’s Corps. Mr. Shepard continues to serve part-time as the State Staff Judge Advocate for the West Virginia National Guard.. Admitted to practice in Maryland, the District of Columbia, Virginia and West Virginia, Mr. Shepard is a 1991 magna cum laude graduate of the University of Baltimore Law School, where he was associate editor of the University of Baltimore Law Review and a member of the Heuisler Honor Society, and recipient of the American Jurisprudence Award for Constitutional Law.
