Mark was born and raised in the Rexburg, Idaho area. After serving in the Army on active duty, he attended Brigham Young University – Idaho and earned his bachelor’s degree in Accounting with a Psychology minor in 2015. He then attended Gonzaga University’s School of Law and School of Business where he graduated cum laude with a dual-degree Juris Doctor / Master of Taxation in 2018. In law school, he interned with the Washington State Attorney General’s Office, and worked as a student attorney in the Gonzaga University Tax Clinic where he represented clients against the IRS. Jerry Rigby is a recognized expert in water law and rural electrification/cooperative law.
