Prior to opening Russell Law Offices, Mr. Russell was of counsel with the firms of Neubauer Hunsinger and Ryan Swanson in Seattle. He also served as Regional Administrator of EPA's Region 10 from 1986 to 1990. During his tenure, Region 10 successfully negotiated the Tri-Party Agreement for the remediation of the Hanford nuclear facility, managed the cleanup of the Alaska Oil Spill, and numerous other significant environmental matters. Mr. Russell also led USEPA delegations to the People's Republic of China, the Philippines, and Canada, and was a member of a delegation of scientists and legal professionals who visited the Soviet Union and Poland, including the nuclear site at Chernobyl. Prior to his federal service, Mr. Russell served as a Deputy Attorney General for the State of Idaho, heading both the Natural Resource and Local Government Divisions. Prior to law school, Mr. Russell served as Administrative Coordinator for the Idaho Department of Environmental Protection and Health. He received his undergraduate and law degrees from the University of Idaho, and has received training in arbitration and mediation through the American Arbitration Association. Mr. Russell is admitted to the bars of Idaho, Washington, and all federal courts. He is also a member of environmental and land use sections of the Idaho and Washington State Bar Associations and the Natural Resource and Environmental Sections of the American Bar Association.

Nick has extensive civil litigation experience and he is admitted to practice in the State of Washington, the Western Federal District Court of Washington, and the Ninth Circuit Court of Appeals. His practice currently focuses on CERCLA and general litigation matters.

My practice focuses on environmental law and related litigation with emphasis in hazardous waste regulation, remedial action and cost recovery, and Clean Water Act permitting.  I have represented and counseled clients on a wide array of regulatory and compliance issues in multiple environmental areas (CERCLA, RCRA, MTCA, Clean Water Act, and NEPA).  As a former Special Assistant US Attorney with the Environmental Protection Agency, I have extensive experience in all aspects of RCRA hazardous waste regulation and Part B permitting, CERCLA and MTCA remediation and cost recovery, and Clean Water Act NPDES and Section 404 wetlands permits.

Andy’s practice spans many disciplines including environmental, real estate, land use, and construction law. He advises clients on regulatory compliance and litigation of cost recovery and contribution actions under the Washington Model Toxics Control Act (MTCA) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Andy has successfully managed the environmental remediation and regulatory closure of several complex contaminated sites. He regularly counsels clients on the risks and opportunities of buying, selling, and redeveloping contaminated property, assisting with environmental and geotechnical due diligence and negotiating transactional documents such as real estate purchase and sale agreements, asset sale agreements, leases, construction contracts, and easement agreements.. Andy’s environmental experience also includes work on issues involving industrial storm water permit compliance, the National and State Environmental Policy Acts, wetland issues, development code compliance, construction defect cases, condemnation actions, and the Endangered Species Act.
