Originally from the hills of West Virginia, Brian relocated to the "Good Life City" of Albany, Georgia in 2002.   He attended West Virginia University, graduating cum laude in 1998 with a degree in Political Science.  He earned his law degree from West Virginia University in 2002, where he served on law review and was admitted to the Order of the Coif.. Mr. Hoskins is a 1985, summa cum laude, graduate of Syracuse University College of Law where he graduated fourth in his class.  While at Syracuse, he served as the Managing Editor of the Syracuse Law Review and was awarded the Order of the Coif.  He received his undergraduate education at the New York State School of Industrial and Labor Relations at Cornell University, which he attended on a four year Army ROTC Scholarship.. After graduation from law school, Mr. Hoskins was assigned to the Office of the Army General Counsel as a participant in the Army General Counsel's Honors Program.  While with the General Counsel's office, his duties focused on providing legal and policy advice on issues involving the Clean Water Act, the National Environment Policy Act and Water Resources Development Act of 1986 and 1988..
