Mr. Hoskins is a 1985, summa cum laude, graduate of Syracuse University College of Law where he graduated fourth in his class.  While at Syracuse, he served as the Managing Editor of the Syracuse Law Review and was awarded the Order of the Coif.  He received his undergraduate education at the New York State School of Industrial and Labor Relations at Cornell University, which he attended on a four year Army ROTC Scholarship.. After graduation from law school, Mr. Hoskins was assigned to the Office of the Army General Counsel as a participant in the Army General Counsel's Honors Program.  While with the General Counsel's office, his duties focused on providing legal and policy advice on issues involving the Clean Water Act, the National Environment Policy Act and Water Resources Development Act of 1986 and 1988.. Upon a completion of his military service, Mr. Hoskins accepted a position as an associate with the Baltimore law firm of Goodell, DeVries, Leech & Gray where he concentrated on civil litigation involving products liability, commercial, toxic tort, and insurance coverage matters.  His experience in sophisticated product liability litigation included participating in the defense of the manufacturer of an allegedly defective mechanical heart valve..
