Robert C. Gutierrez  was born and raised in New Mexico. After high school he worked as a police aide for the Albuquerque Police Department and as a corrections officer for the City of Albuquerque.  He graduated cum laude form the University of Albuquerque in 1976 with a Bachelor of Science in Criminology..
