Matt Gilligan’s law practice focuses on employment law and litigation.  He has successfully defended employers in all types of employment-related litigation, regularly counsels employers on compliance with workplace laws, and he has extensive experience defending employers in government investigations, including OSHA investigations and U.S. DOL wage and hour audits.  Before founding HAGRS LLP, Matt was a Partner at the national law firm of Alston & Bird LLP in Atlanta for nine years.  He is recognized by SuperLawyers® as a “Georgia Super Lawyer” (employment law), by Best Lawyers in America® (employment law), and by Georgia Trend Magazine’s “Legal Elite” in Georgia.  He is a frequent lecturer on employment law and related human resources topics, and he has published several articles on employment law topics in various publications.  Matt is a retired Lieutenant Colonel, U.S. Army (JAG Corps), having served 22 years in the U.S. Army and Reserves, in both the combat arms (Infantry) and in the Army JAG Corps, as a criminal prosecutor and litigation counsel.  He was an Army Ranger, and was Airborne- and Air Assault-qualified.  Matt is a graduate of the U.S. Military Academy (West Point) (BS) (Distinguished Cadet, top 5%), the University of Georgia School of Law (JD) (Order of the Coif, Editor-in-Chief of UGA Law Review), and the U.S. Army Judge Advocate General’s School (LLM) (Honor Graduate).

I am a trial lawyer who is experienced in medical malpractice cases, including birth injury cases, and other personal injury cases of all types including motor vehicle wrecks, brain injury, dangerous products, dangerous premises, wrongful death, civil rights violations, etc. Further I have extensive experience in business and college/university litigation. Recently I have concentrated my practice in the area of genital injury litigation.  I have extensive experience in wrongful circumcision and botched circumcision cases.  I have obtained over 16 million dollars in judgments, verdicts, or settlements for victims of such torts.  I have appeared on a temporary (pro hac vice) basis in the courts of some 23 states and federal districts.  I associate regularly with lawyers across the country in genital injury cases.

Cliff focuses his practice in the areas of labor & employment law and general litigation.  He also develops programs for employers in the areas of employment discrimination & harassment, workers’ compensation, unfair labor  practices, disability claims, wage & hour claims, unemployment claims/taxes, employment contracts, severance agreements, non-compete, non-solicitation & non-disclosure agreements, wrongful discharge, affirmative action plans, OSHA charges, employee handbooks, and supervisory training. In addition to representing employers, about one-fourth of Cliff’s practice is devoted to representing employees. Prior to forming Fox and Weiss, P.A., Cliff practiced law in the Atlanta offices of two nationwide law firms, where he handled primarily employment law and corporate litigation.  He earned both his undergraduate degree and his law degree from Emory University, where he received numerous awards and honors.  Cliff has been an Adjunct Professor of Law at Emory University School of Law, and has taught courses in Wage & Hour Law, Trial Techniques, as well as Legal Research, Writing and Appellate Advocacy.  Additionally, he is in his twenty-seventh year as Counsel for Emory University Student Legal Services.  Cliff has served as General Counsel for the Georgia Association of Personnel Services, Zadok Publishing, LLC, and Home Mortgage Financial Corp.  He was appouinted by Governors Zell Miller, Roy Barnes, and Sonny Perdue to serve as a part-time State Administrative Hearing Officer for the Georgia Department of Community Health and for the Georgia State Health Planning Agency, where he presided over trials, adjudicated verdicts, and entered orders regarding applications for Certificates of Need for new institutional health services to be provided by doctors, hospitals, and other healthcare systems.. Cliff has been published in state and national business and legal publications, and served as the Editor in Chief of the Atlanta Jewish Times from March 2012 to December 2014.  He is a co-author of the labor and employment chapters of the legal encyclopedia, Georgia Jurisprudence, (West Publishing Co., 1996, 2002) and wrote the chapters on wage & hour laws and child labor laws in the book Georgia Apartment Law, (Georgia Apartment Assoc.
