Prior to joining Thornburgh, Dennis served with the Attorney General of West Virginia, beginning as an Assistant Attorney and working his way up to Deputy Attorney General. During his time with the Attorney General of West Virginia, Dennis created an environmental task-force funded with federal government tax dollars. At its peak his task-force had 8 attorneys which under Dennis’ watch wrote or rewrote most of the rules and regulations relating to the environment for the state of West Virginia. Dennis also implemented guidelines for aerial spraying of power-lines to protect communities from being negatively impacted by the chemicals utilized for spraying. Throughout the implementation of these guidelines Dennis worked with the cooperation of the power companies..
