I graduated first in my class from law school and thereafter clerked for a federal judge, joined the Washington office of a prestigious New York law firm and then became a federal prosecutor in the District of Columbia where I tried numerous criminal cases.  Thereafter I became general counsel to a New York Stock Exchange REIT, where I worked for 14 years.  I returned to law school at night, studying to become an estate planner and opened my own practice in 1998. I am a solo practitioner and enjoy helping my clients with their estate planning needs, which include trust preparation and administration and some estate tax planning.

A Hackensack, N.J., native, Frank received his Bachelor of Arts, with honors, from Muhlenberg College in Allentown, Pa. He received his Juris Doctor from the Seton Hall University School of Law and his Master of Laws (LL.M.) in Taxation from the New York University School of Law.. He is an active member of the Washington, D.C., Estate Planning Council and the Estates and Trusts Section of the Maryland State Bar Association. Frank co-authored the book Basic Estate Tax Planning, the Maryland State Bar Association's publication designed primarily as a reference for estate planning attorneys. He also co-authors articles on current trends in estate and tax law for the monthly publication Estate Planning Journal.. Outside work, Frank enjoys spending time with his wife and daughter and reading non-fiction like one of his recent favorites, Bill Bryson’s A Short History of Nearly Everything.

A little more about me.  I am a third generation Washingtonian, my mother was born and raised in Northwest Washington, D.C., and my father in Northeast Washington, D.C.  My father's parents immigrated to America from Russia, but my mother's parents were born in Southeast Washington, D.C., where my grandmother was raised.. I have three daughters, one at Elon University in North Carolina, and two who still attend the Charles E. Smith Jewish Day School in Rockville, Maryland.  My wife is the Resource Counselor at Silver Creek Middel School in Kensington, Maryland.
