While earning his undergraduate degree at Illinois Wesleyan University, Randy was a varsity letter-winner in football.  In 2003, he graduated from IWU with a B.A. in business finance and a minor in Spanish.. Randy earned his J.D. and MBA from Marquette University.  While attending MU, Randy won the award for the best appellate brief in the National Environmental Law Moot Court Competition, which was subsequently published in the Pace Environmental Law Review.  He also coached that team to a semifinal finish in the same competition the following year and competed in the National ABA Negotiation Competition.. In 2008, Randy was named to the Central Illinois Business Magazine’s 40 under 40 and was named a 2011 Rising Star by Illinois Super Lawyers. He is deeply involved in the local community, serving on the board of directors of the United Way of Champaign County; serving as the chairman of the board of Family Service of Champaign County, the oldest private social service agency in Champaign County; serving on the board and as past chairman of the Emerging Community Leaders division of the United Way of Champaign County; serving as the commissioner of Kiwanis C-U Little League, overseeing six independently chartered Little League youth baseball programs throughout Champaign-Urbana; and serving as an assistant Varsity baseball coach at his alma mater, Urbana High School.

Mark C. Palmer serves as Chief Counsel under the Illinois Supreme Court Commission on Professionalism to facilitate the promotion of professionalism, civility, and integrity among our lawyers and judges in Illinois. Mark supports the legal and judicial systems to better provide equitable, efficient, and effective service to the public through education and outreach initiatives. Mark collaborates with legal mentoring stakeholders across Illinois and the nation to bring the Court’s professionalism-based mentoring program to new and experience attorneys. He further supports the development and delivery of educational programming to lawyers, judges, and law students, and performs outreach across the state on behalf of the Commission.Prior to joining the Commission, Mark spent a decade in private practice as a trial attorney primarily focused on commercial litigation, banking law, and municipal law.
