Andrew "Andy" Bailey was born and raised in Cheyenne, Wyoming. Following his graduation from East High School, he served a two-year mission for The Church of Jesus Christ of Latter-Day Saints in Jamaica. He then attended Laramie County Community College, where he captained the basketball team. He finished his undergraduate work at Southern Virginia University. There, he was again the captain of the basketball team and earned his degree in history. Following his undergraduate studies he gradauated from the University of Wyoming’s College of Law prior to his admission to the Wyoming State Bar.. Along the way, Andy met his wife Shelbi in Virginia. They have three children, Ellen, Henry and Benjamin, and live in Cheyenne..
