Phil also served as a Civil Affairs officer and is currently assigned as a staff officer with the 1184th DDSB in Mobile, AL.. Phil was as a law enforcement officer in the State of Alabama for over 25 years and prior to his retirement was a Deputy Chief of Police. Phil was an adjunct instructor for the Jefferson County Sheriff’s Academy where he taught a course, he developed entitled Understanding Your Authority, which outlined an officer’s statutory authority in the Use of Force, Deadly Force, Arrest’s and Civil Rights Violations.. Phil holds multiple degrees in criminal justice and criminal justice administration and obtained his law degree from the Birmingham School of Law.
