Lauren D. Layne is a Shareholder at Baker Manock & Jensen, PC and chairs the firm's Reclamation and Water Law and Public Agency practice groups. Her law practice focuses on general water and environmental law, including CEQA and NEPA compliance, and includes various business transactional matters in the areas of flood control, water and irrigation districts, public agencies, agribusiness, and real estate. She also assists clients with land acquisitions and eminent domain proceedings. She serves as general counsel to various irrigation and water districts, flood control and storm water districts, and a number of newly formed Groundwater Sustainability Agencies.  Lauren attended California Polytechnic State University, San Luis Obispo, where she majored in Soil Science, chaired the National Agricultural Ambassador Conference, and competed on the Livestock Judging Team. While attending law school, Lauren competed on the Mock Trial team, was a student ambassador, a member of the McGeorge Women's Caucus, and served on a number of campus-wide committees. Lauren was also a judicial extern for the Honorable Ronald B. Robie at the California Court of Appeal, Third Appellate District, and served as a student member of the Anthony M. Kennedy, American Inn of Court. Lauren is a native of Porterville and has an agricultural background that includes farming, growing citrus and olives, and raising sheep. She was very involved in both 4-H and FFA, and received her American FFA Degree.  In 2011, she helped re-form the Fresno Chapter of the Cal Poly Alumni Association, and is currently serving her second term on the Cal Poly Alumni Association Board of Directors as the Regional Director for the Central Valley. Lauren is a past officer of the Central Valley Chapter of California Women for Agriculture and a member of the Fresno County Farm Bureau. She chairs the California State Bar Business Law Section – Agribusiness Committee and co-chairs the Fresno County Bar Association Ag Law Section.  Lauren is also a member of the Fresno County Young Lawyers Association and the Fresno County Women Lawyers.

Joe is a Valley native, having grown up on a family farm in Merced County. He began his legal career with Baker Manock and Jensen in 1978. He has served in various management positions in the firm. He is currently co-Chair of the firm's Litigation Department and serves as the firm's Risk Management Partner. Joe's practice emphasis has been large, complex multi-party litigation in both the state and federal courts. He represents his clients at both the trial and appellate level. His experience includes PACA litigation, crop loss cases, water rights litigation, issues arising from the operation of agricultural cooperatives, breach of fiduciary duty litigation, partition actions, and general business disputes. Joe's other area of emphasis is providing general business advice to various clients engaged in farming, packing, food processing, produce brokerage and the food import/export industry. Joe has negotiated and drafted various types of marketing contracts and loan agreements for both domestic and international transactions. He also provides cooperative marketing associations' advice on issues of law unique to that business form.

Additional areas of representation include general civil litigation matters including breach of contract, torts and commercial collections.  I have been serving as the Legislative Director for the Tulare/Kings County Chapter of the Society for Human Resource Management since 2014.. I was born and raised in Fresno and graduated from California State University, Fresno.  I continued my education at San Joaquin College of Law, where I received a Juris Doctorate degree. I am involved in my local community. I am on the board of La Visionaria Guild of Valley Children’s Hospital, an organization devoted to advocating for children, fundraising and promoting good will for the hospital.  Additionally, I am on the board of San Joaquin College of Law’s Alumni Association and am a lifetime member of the local chapter of the Delta Theta Phi Law Fraternity and served on the executive board while in law school.
