Steve grew up in the arid West, where he learned at an early age that
Western history, politics, and power are all closely linked by our most
precious resource — water. He gained an appreciation for Western water
and land issues by spending many hours accompanying his father's
geology field trips around the mountains and plains of the Rocky
Mountain region and by spending his summers working on cattle ranches.
This intimate experience with the West's resources and the people who
depend on them shapes Steve's perspective as an attorney and provides

David A. Rabbino is a member of the firm’s Dirt Law practice group. He has over 25 years of experience in environmental law and environmental litigation, and he has been designated by his peers six times as a Super Lawyer in environmental litigation. He was also named a leading Oregon lawyer in Environmental Law in the 2016 edition of Chambers & Partners. David represents both plaintiffs and defendants and has significant experience in environmental coverage actions. Prior to entering private practice, David worked for 11 years as an enforcement attorney for the Environmental Protection Agency (“EPA”), where he was instrumental in the development of national policy on Superfund issues.

Caylin J. Barter is a water and natural resources lawyer at Jordan Ramis PC.  Prior to joining Jordan Ramis PC, she served as flow restoration director for The Freshwater Trust, the nation’s oldest water trust. In that role, she developed water use agreements with private landowners, conducted due diligence on water rights and property ownership, and oversaw water right transfers for agricultural users.  She has also worked on developing state water policies that fund irrigation efficiency projects and achieve water quality and streamflow targets.  In addition to her nonprofit experience, she has worked on water and natural resource issues in the public and private sectors.. During law school, she worked as a natural resources law clerk for the U.S. Department of the Interior in the Office of the Solicitor in Portland, analyzing legal matters related to water rights, grazing permits, mining claims, and endangered species.  She also volunteered as a student advocate for low income clients of the Mortgage Clinic at Southern Arizona Legal Aid and clerked with the criminal division of the U.S. Attorney’s Office in Boston.. Prior to becoming a lawyer she worked in applied conservation.  She was a wildland firefighter for the U.S. Forest Service, including one fire season on the Prineville Interagency Hotshot Crew.  Later, she worked as a biological science technician, surveying streams throughout the Tahoe National Forest to characterize river morphology and ecology prior to timber harvest.. Outside of the office, you can find her exploring Oregon’s rivers, forests, mountains, deserts, and coastline with her family.

As the Managing Shareholder of Jordan Ramis, a 70-person, regional law firm with offices in Oregon and Washington, Chris understands how a regional business works. He draws on this experience as he regularly assists businesses, individuals, and local governments in recognizing and solving the many issues that arise from environmental concerns, including environmental risk management and allocation in business transactions, waste management and disposal on job sites, obtaining insurance coverage for environmental issues, permitting and reporting to regulatory agencies, spill and release response, and worker safety.
