Mr. Moyers is an experienced trial attorney, who represents insurers, individuals, and businesses in the defense of product liability, motor vehicle, commercial carrier, and premises liability claims in state and federal courts throughout Virginia. He counsels and advises insurers on matters of Virginia insurance law, including arson, fraud, material misrepresentation, bad faith, and uninsured/underinsured motorist coverage. He represents insurers and insureds in insurance coverage disputes. In addition to his litigation practice, Mr. Moyers has been a frequent writer and speaker on issues relative to his areas of expertise.. Prior to joining Frankl Miller & Webb, LLP, Mr. Moyers was a partner with Gentry Locke Rakes & Moore, LLP, where he chaired the firm’s product liability practice group.

Members of Congress, federal judges, fellow attorneys, and thousands of clients have relied upon my work.  I have contributed to briefs for two cases before The Supreme Court of the United States.  Legal scholars have cited my work in the Texas Tech Law Review, The Royal Society Publishing, and the Connecticut Law Review.  I have tried hundreds cases, including felonies, misdemeanors, and civil cases.  I have also pursued appeals at all levels of Virginia state courts.  I have taught several undergraduate legal courses in addition to practicing law.  Now in private practice and volunteering as General Counsel for a non-profit company, I continue to apply and develop my legal skills.

I was born and raised in Virginia.  I attended college and law school in Virginia, and have enjoyed building a legal career and practicing law in courts across the state, from Roanoke to Virginia Beach, and from Richmond to Fairfax to Winchester.. I enjoy nearly every facet of the law, but I have a particular focus on the ethics of the practice of law, as well as the complexities of Virginia civil procedure.  Having had the opportunity while I was in law school to study and to work with W. Hamilton Bryson, author of the definitive treatise on Virginia Civil Procedure and truly one of the kindest and most intelligent men I have ever met, I gained an appreciation for the framework of our procedural rules.. I am fascinated not only by the rules themselves, but by the history behind the rules.  Virginia's legal community always keeps an eye on its rich legal tradition and its prominence in shaping American legal history.  From the strict rules governing some of the first British settlements on our continent, to the pivotal role of Virginia's legal elite in the founding of our nation, to the evolution of the law in Virginia to meet the challenges of the new millennium, our Commonwealth has inspired, and been inspired by, attorneys.  I am proud to be a part of that long and storied tradition.

He received his law degree from the University of Memphis in Memphis, Tennessee. He began his practice in Bloomington, Indiana as the family, civil, and bankruptcy clinic director for the non-profit District 10 Pro Bono Project. Simultaenously, he started a general litigation private practice. Subsequently, Justin worked for the Monroe County Prosecutor's Office as a Deputy Prosecuting Attorney. Here in Roanoke, Justin has focused his practice on bankruptcy, civil litigation, and defending traffic offenses.
