Graduated from the University of Tennessee Law School in 1971 where he received the Order of the Coif and was a member of the Tennessee Law Review. He has practiced law in Knoxville, Tennessee and the surrounding area for over 40 years.  He is a member of the Knoxville Bar Association and the Tennessee Association of Criminal Defense Lawyers.Mr. Owen began law practice with Banks, Daniel and Campbell after clerking for the firm during law school and joined as a partner during 1975.  In 1982 he and fellow attorney Bob Edwards began a successful private practice as Owen & Edwards law firm in Knoxville . In 1998 Mr.Owen joined the State of Tennessee Public Defender's office in the 6th Judicial District as an Assistant Public Defender and provided services to the indigent.  He retired from that State position in July, 2015 and has now returned to private practice.Mr. Owen is originally from Morristown, Tennessee and is an avid hiker of the Great Smoky Mountains.  Through his children he became active with Soccer programs and served the community as an AYSO coach and referee for 26 years.  From 1971-79 he proudly served his country as an MP is the U. S. Army Reserve.He is currently providing services in Knox, Jefferson, Hamblen, Sevier, Grainger and Greene Counties in East Tennessee.

Ms. Candice Mendez attended University of South Florida in Tampa, FL where she received bachelor’s degrees in Criminology and Interdisciplinary Social Studies with cognates in Political Science and Sociology. While there she was also an active participant in campus life, working in the university and surrounding community in a variety of ways.. After completion of her undergraduate degrees, Ms. Mendez began her legal studies at the Appalachian School of Law in Grundy, Virginia. As a law student, Ms. Mendez saw the vital role that service plays in the development of an attorney, and she continued her history of being an active participant in her community. She was responsible for the formation of a new student peer mentorship program, started a knitting circle to provide blankets to children represented by Court Appointed Special Advocates, initiated the Buchanan County Seniors Christmas Project, and served as the president of the Sutin Public Interest Association. Ms. Mendez was awarded the Willard T. Owens and Samuel Weddington Little Red Wagon Awards for her exemplary service to the law school and the surrounding community.. Upon graduating from law school, Ms. Mendez opened her office in Dandridge, Tennessee. Since that time, Ms. Mendez has continued with the diligence, conscientiousness, passion, and attention to personal detail that are the trademarks of her style.
