Seth returned to the United States and obtained a Masters in Social Work from Arizona State University, graduating Phi Kappa Phi and Magna Cum Laude. Seth was then selected for the Social Work Leadership Training Group within the Veterans Administration, where he earned a Masters of Business Administration from Portland State University, graduating summa cum laude. Seth later augmented his management skills by attaining a Certificate in Human Resource Management from the University of Washington.. Seth attended the University of Washington School of Law. He specialized in administrative and employment law.
