I have represented a wide variety of health care providers and suppliers in connection with Unified Program Integrity Contractor (UPIC), Comprehensive Error Rate Testing (CERT), and Recovery Audit Program (RAC) audits and reviews.. Before entering private practice, I worked as an Assistant United States Attorney in the Southern District of Texas, Houston office, where I primarily handled False Claims Act matters and cases. I was subsequently appointed as Chief of the Financial Litigation Unit for the Southern District of Texas. After the enactment of HIPAA, I was detailed to the Executive Office for United States Attorneys in Washington, D.C. as our nation's first "National Health Care Fraud Coordinator."
