In addition, he has represented both adults and minors with mental and emotional disabilities against their caregivers. While children are a vulnerable population, disabled children outside of their parents’ care are especially vulnerable to civil rights violations, malpractice, and neglect and abuse. Mr. Timmons has represented such children in unique and extreme cases including suits involving group homes, intermediate care facilities, schools, and so-called “troubled teen industry” facilities.. He is one of only a handful of attorneys to have obtained injunctive relief barring the expulsion of a college student accused of sexual misconduct under Title IX, successfully arguing that the school denied the student due process.
