A Topeka native, Jill was graduated from the University of Kansas in 1977 with a Bachelor of Science in Journalism degree.  She worked as a newspaper reporter the Topeka Capital-Journal and then did public relations work for a trade association before attending Washburn University Law School from which she was graduated with Dean’s Honors in 1982 and named Outstanding Legal Intern..
