Shannon E. Parvey grew up in Hibbing, Minnesota.  She moved to Grand Forks in 2001, where she attended the University of North Dakota.  In 2005, she received a Bachelor of Arts in Psychology, with emphases in Clinical Science and Educational Psychology, and a Minor in English.  Shannon received her law degree, with distinction, from the University of North Dakota School of Law in 2009..
