Harry has obtained and modified new source air construction permits, developed compliance strategies for air toxics regulations, and has completed over 30 air pollution emission credit transactions.. Harry has saved clients millions of dollars in negotiating NPDES water pollution discharge permit changes, including cases where the agency eventually agreed to delete proposed new discharge standards for zinc (twice at two different steel mills) and fluorides. His lawsuits have changed Pennsylvania regulations, and Harry is one of the few attorneys to have been awarded attorney’s fees against the agency due to their delay in issuing a permit. Kate Campbell is a litigation partner, focusing her practice on environmental, toxic tort and class action litigation. Since joining the firm in 2003, she has developed considerable experience in representing potentially responsible parties in cost recovery and contribution actions under CERCLA and state law, in defending complex toxic tort claims for personal injury, wrongful death and medical monitoring, and in litigating enforcement actions under an array of environmental statutes.In addition to her litigation practice, Kate has also been involved for many years in activities involving Total Maximum Daily Loads (“TMDLs”) for toxic pollutants, advocating on behalf of individual clients and a regional coalition of industrial and municipal dischargers. Through this work, she has been able to develop a detailed understanding of the nuances of the Clean Water Act and the TMDL regulatory program, and the contours of TMDL litigation at the federal and state levels.In addition to her caseload, Kate chairs the firm’s Summer Associate Program, and is actively involved in law school recruitment and hiring. Outside of the office, she teaches Toxic Tort Litigation at Drexel University’s Earle Mack School of Law, and serves on the Haverford Township Environmental Advisory Committee. She is also an active member of the Home & School Board at her children’s school, Ss. Colman-John Neumann School in Bryn Mawr, PA, and is currently spearheading a recycling campaign for the students.
