After our youngest child was born with cerebral palsy, my wife and I started a non-profit charity to provide special needs children the opportunity to take dance, art, photography, and theater classes. The charity called The River Performing and Visual Art Center also provided a six week summer art camp program open for these children and their siblings. Not only did The River provide quality programming, it also provided a respite for parents who could drop off their kids for a few hours knowing that our trained staff and nurses would be there to provide the care required for their kids to enjoy their time at our center. Since its inception over 20 years ago, The River has served over 20,000 kids. Many come free of charge thanks to the generousity of our donors. 3 years ago The River merged with Theater Under The Stars....TUTS. TUTS provides live theater, educational programs, and community outreach throughout Houston and the surrounding community. Last year alone, more than 236,000 people of all abilities experienced the music and wonder of live theater and educational programs provided by TUTS including the special needs and out reach programming developed by The River. I am more than proud to now be on the board of directors for TUTS and am pleased to see how our merger has served to open even more doors for chidren who were often overlooked when it came to participating in the arts. At The River, the main goal is to allow every child who participates the opportunity to be a star!
I grew up poor but I figured out early on that education was the way out of poverty. I always did well in school and, from the third grade on, I made up my mind I was going to become an attorney and help people. Today, after many years of practice, I still have a burning desire to help the underdog and advance causes of social justice. To me, the accident victim is the underdog in every case. He finds himself in debt with hospital bills, undable to work becauase of his injuries, and yet the adjuster won't even return his calls. I get great satisfaction knowing I can level the playing field and get the adjuster's attention as soon as I enter the case.. When I am not seeking justice for my clients, I am either relaxing at home with my wife, traveling, or doing things with our grown twin daughters. I love to read biographies and have a serious interest in American and Texas history. I also enjoy spending time on my farm, tending to the land and riding and training my horses.

My wife, Mary Ellis LaGarde, and I are the two shareholders of LaGarde Law Firm. We have four children and three grandchildren. We were both raised in middle-class neighborhoods in small towns. I grew up in Raceland, Lousiana. Mary grew up in Cumberland, Maryland. My father was a carpenter and my mother was a homemaker. I worked through high school bagging groceries at the local grocery store and doing carpentry work with my father and uncles. In college, I worked summers on offshore oil platforms to raise money for tuition and during the school year I was a tour guide and assistant sergeant at arms at the Louisiana State Capitol. I attended law school at Louisiana State University and served on the board of editors of the Louisiana Law Review. After law school, I was a law clerk for the Honorable Justice James Dennis on the Louisiana Supreme Court. I worked as an associate at Vinson & Elkins in Houston where I represented many large corporate clients including Underwriters at Lloyds, U.S. Steel, Goodyear Tire & Rubber, and the largest ship building company in the world, IHI. Later, I joined Fisher, Gallagher, Perin & Lewis where I tried numerous jury trials for injured individuals and small business owners. In 1992 I formed my own law firm.
