Dominic P. Lascara is a native of Portsmouth, Virginia. He graduated in 1986 from the Marshall-Wythe School of Law at the College of William and Mary after receiving his undergraduate degree, magna cum laude, in Business Administration in 1981 from Old Dominion University..
