Ms. Waugh graduated with a law degree from the University of Houston Law Center in Houston, Texas in 2000. She is licensed to practice law in Virginia, Maryland, and Washington, D.C. She also holds a Masters Degree in Public Health from the University of Texas-Health Science Center in Houston, Texas. Ms. Waugh originally focused her legal practice on Health Care Law and Policy issues.
