He served as Legal Intern to the Judiciary Committee & Patents, Trademarks and Copyrights Sub- Committee for Senator Dennis DeConcini; is a member of Phi Alpha Delta. Tracy is Certified English as a Second Language Instructor and is Certified Mediator/Arbitrator. Tracy was with Arizona Attorney General’s Office from 1992 – 2003 as Chief Counsel, Bankruptcy, & Collection Enforcement Section, a nationally recognized program that handled the collection of debts owed to the State of Arizona. He was instrumental in the design and testing phase of the Bankruptcy Electronic Filing Program which Arizona was one of the initial pilot programs. He created and had oversight of one of the largest and most profitable bankruptcy and state court collection programs in the country.
