Cameron R. Morgan primarily represents the public school districts of New Jersey in the specialized area of school law, serving boards of education in all aspects of their legal needs, with a focus on general counsel, civil litigation, special education, administrative law, collective negotiations, labor and employment, and appellate practice. He has served as a Board Solicitor to dozens of school districts, guiding administrators through the diverse range of issues affecting the schools, from personnel matters, tenure cases, and the range of issues that frequently arise at public board meetings, to student disciplinary matters, residency disputes, and homelessness issues, to complex matters involving the budgetary process or First Amendment rights. In addition, Cameron routinely represents boards of education in collective negotiations and labor/employment disputes. He has appeared before the Public Employment Relations Commission (PERC) on behalf of school boards in a variety of matters, including unfair labor practice charges and scope of negotiations issues.. Cameron has a diverse range of litigation experience, including general contract disputes, insurance disputes for declaratory judgment, special education due process hearings, scope petitions, constitutional claims, and defending cases brought under the New Jersey Law Against Discrimination (NJLAD) and Conscientious Employee Protection Act (CEPA), among other matters. He has extensive experience representing boards of education in various administrative forums, the Law Division and Appellate Division of the New Jersey Superior Court, and in the federal district courts. Before beginning his career in school law, Cameron served as law clerk to the Hon. Joseph F. Lisa, P.J.A.D., a presiding judge of the New Jersey Appellate Division..
