Representative work included analyzing water districts’ authority to set and collect connection and development charges; prevailing on a port district’s interpretation of Washington’s Open Public Meetings Act; and establishing federal cleanup liability against a Canadian smelting corporation.. Before becoming an attorney, Leslie served as a land use planner for municipalities in Washington, Utah, and Louisiana.
