Prior to joining Phillips Burgess PLLC in January 2015, Leslie worked for two Seattle law firms, where her practice focused on land use, environmental, and municipal matters.  Representative work included analyzing water districts’ authority to set and collect connection and development charges; prevailing on a port district’s interpretation of Washington’s Open Public Meetings Act; and establishing federal cleanup liability against a Canadian smelting corporation.. Before becoming an attorney, Leslie served as a land use planner for municipalities in Washington, Utah, and Louisiana.
