Leslie Clark focuses her practice on land use and environmental issues and related litigation.  Her experience includes advising private and public sector clients on land development and entitlement issues; testing statutory and constitutional limits of land use regulation by counties and cities; evaluating rates and taxing authority of municipalities; serving as general counsel to Washington special purpose districts; litigating a broad range of civil matters including shoreline, environmental impact, breach of contract, employment, and civil fraud issues.. Leslie has published on land use and environmental topics, including the evolving regulatory takings and cleanup apportionment laws.. Prior to joining Phillips Burgess PLLC in January 2015, Leslie worked for two Seattle law firms, where her practice focused on land use, environmental, and municipal matters.  Representative work included analyzing water districts’ authority to set and collect connection and development charges; prevailing on a port district’s interpretation of Washington’s Open Public Meetings Act; and establishing federal cleanup liability against a Canadian smelting corporation.. Before becoming an attorney, Leslie served as a land use planner for municipalities in Washington, Utah, and Louisiana.
