Mr. Kemp earned a B.A. in History, cum laude, from Morgan State University, 1995, and a J.D. from the University of Miami School of Law, 1998. He interned with Miami-Dade county’s Office of the Public Defender and with the Honorable Barry L. Garber, United States Magistrate Judge for the Southern District. An Army veteran, he served in Operation Desert Shield and Desert Storm..
