Rachel graduated from the University of Washington School of Law.  At UW Law, she was the managing editor of the Washington Journal of Environmental Law and Policy.  She was also the Chair of the Art in the Law School committee, where she was instrumental in bringing artwork into the common areas of the school.. While in law school, Rachel was an extern for the Honorable Justice Owens of the Washington State Supreme Court and for the Honorable Judge Barreca of the United States Bankruptcy Court.  Rachel was also a student attorney for the Federal Tax Clinic where she represented low-income clients who had ongoing disputes with the IRS.. Rachel earned her Master of Public Administration from the Evans School of Public Policy and Governance at the University of Washington, and her Bachelor of Arts in History from the University of Pennsylvania..
