In order to provide FAPE to the student, the school district, parents, and any advocates must have an understanding of rights and limitations under laws such as the Individuals with Disabilities Education Improvement Act of 2004 (IDEA), Section 504 of the Rehabilitation Act of 1973, and related California laws and regulations. Mrs. Springer’s work ranges from writing, consultation, and workshops covering issues such IEP team meetings, mediation, and due process hearings to state compliance and OCR complaints. Mrs. Springer is familiar with the broad range of issues that arise, from determination of a child’s eligibility for special education, to negotiating for an appropriate in-district program, to securing public funding for a private school placement. She has also been able to advocate for continued services through a charter school allowing for homeschooling to be an option.
