Raised on the Northwest Side of Chicago, Tom has been practising law for 45 years .His law office is located in Wheaton, Illinois.. His firm is one of the oldest firms practising Immigration law in DuPage County and enjoys the highest ratings of any Immigration firm in DuPage County,. His firm also practices in the area of Wills and Trusts and Estate Planning, Health Law and Bankruptcy. Tom served as out of house fraud counsel for the Federal Deposit Insurance Company ( FDIC )in litigation regarding bankruptcy and banking fraud.. Tom has served as a Professor at Oklahoma City University School of Law and the Graduate School of Business.  He is also served as an adjunct professor at The College of Law at DePaul University in Chicago. Tom also served on the Law faculty of the University of Liverpool School of Law in England in its Online Global International law Programme. He also is currently a dissertation supervisor and the Universities of Salford and Cumbria in the U.K.. He currently serves on the Advisory Board of DePaul University Law School for The Health Law Institute and Graduate Law School Programs and the Board of the Graduate School in Health-related programs at University of St Francis. Tom has taught numerous times in China and Singapore and has been approved as a candidate  Fulbright scholar. Tom was named a Senior Fellow of the Western Pacific Institute in 1993 as a result of his work and publications on Asian affairs. For the last for years he has been asked to give seminars at the Dalian Medical School in Dalian, PRC on the administration of Public Health Programs.. He has published extensively; His most recent publication can be found in the Journal of International Law of Michigan State University on Aids, Africa and Access to Medicines. Tom was inducted in Who’s Who in America in 2005 . He is also listed in Who’s Who in American Law. Tom is the recipient of a B.A from Northern Illinois University, an M.A from Northeastern Illinois University, a  Juris Doctor for Oklahoma City University and an LL.M in Health Law  from DePaul University College of Law in Chicago and a Graduate Certificate of Advanced Study in Higher Education e- learning from the University of St. Francis, Joliet Illinois and a Graduate Certificate in Applied Gerontology from Webster University,St Louis
