My practice is focused on personal injury, wrongful death, civil rights, and insurance coverage and bad faith litigation. For the better part of the last decade, I worked for several of Idaho’s most respected insurance defense firms and gained significant experience in personal injury and complex litigation matters. I have a proven track record of successful results for his clients in both state and federal courts. After nearly a decade of litigation experience in these practice areas, I now represent individuals in the same type of personal injury and wrongful death cases which I previously defended. This experience is invaluable in taking care of my clients.. I graduated from the College of Idaho (B.A., cum laude, 2010) and the University of Idaho College of Law (J.D., 2014). Admitted to the Idaho State Bar in 2014 and is licensed to practice in the state and federal courts in Idaho. Outside of work, I spend my free time with my wife and two little girls and enjoy taking advantage of Idaho’s great outdoors.

My practice is dedicated entirely to criminal defense in the state of Idaho. I began my career in Criminal Law as a prosecutor where I handled thousands of criminal cases and became familiar with how prosecutors and judges think and make decisions. I strongly believes every individual charged with a crime is entitled to not just representation, but a high-quality legal defense. In my part-time, I am a Captain in the Idaho Air National Guard where I serve as a JAG officer providing legal advice to the commanders of the Idaho Air National Guard.

My goal is to represent personal and institutional clients to produce the most favorable outcome which meets their goals in an ethical, efficient, and cost effective manner.  I have practiced a wide variety of civil law, litigation, trial work, in Idaho for 35 years, and in Wyoming for 25 years.  I welcome the opportunity to serve new clients with their legal needs.  My problem solving approach seeks to quickly identify and get to the heart of a dispute or issue and seek a reasonable and fair outcome advantageous and acceptable to the client, not to prolong,aggravate, or increase difficulty or expense.

Joe grew up on a farm in Southeast Kansas. After high school, he enlisted in the United States Air Force as an Aircraft Electrician. After his military duty, he attended Washburn University School of Law and graduated with Dean’s Honors. Joe earned a Natural Resources Law Certificate as well as an Advocacy Certificate upon graduation.. Prior to joining Tolliver Law Firm, Joe practiced law at Crowley Fleck PLLP in its Billings, MT office where he focused on natural resources law and civil litigation. Joe’s experience includes drafting oil and gas title opinions, drafting mining title opinions, mining claim disputes, federal oil and gas lease re-instatements, title curative, eminent domain, quiet title actions, and general civil litigation matters.

In the 26 years I have been in practice, there have been countless times I have been asked "aren't you burnt out?"  My answer is always "I love my job!"  I can think of no other profession that allows me to interact with different people on a daily basis and be able to help others and also keep the competitive fire burning that has always been a part of who I am. I went to law school after 15 years seeing patients as a physician.  As a physician, I testified on numerous cases regarding patient injuries and treatment.  It was through that experience that I developed a love for all things legal and decided to go back to school for a second round and study law.. Evan graduated from Boise State University in 2011, obtaining a Bachelor’s Degree in Economics, with a minor in Political Science. He earned his Juris Doctorate from the University of Idaho School of Law in 2015. While attending law school, Evan’s studies included an emphasis on Business Law and Entrepreneurship. He was a member of the Law School Dean’s List for all three years.. Coming out of law school, Evan was a partner/co-owner at Mortimer, Thomas PLLC in Boise, Idaho. His law firm handled a wide variety of legal matters, including clients requiring representation with personal injury, family law, administrative appeals, misdemeanor criminal defense, landlord-tenant disputes, breach of contract, business transactions, and civil litigation cases.. They have two happily married children, two granddaughters and a grandson.  Bill and Susan enjoy whitewater rafting on the Salmon River, skiing Idaho resorts, fly fishing Western streams, world travel to six continents, and have attended five Summer Olympics.
