He previously served as an Administrative Law Judge with the Commission’s Office of Hearings and Alternative Dispute Resolution for 18 years, and presided over electric, telephone, gas, and water rate cases, utility prudence investigations, environmental siting cases, and energy and telecommunications competitive restructuring proceedings. He was instrumental in incorporating the use of the spectrum of ADR processes (mediation, arbritation, neutral evaluation, concensus, and med-arb, among others) in Commission proceedings.. Judge Stockholm previously served as Staff Counsel and Senior Siting Counsel for the Commission and spent a few years as a partner in private practice. He graduated from the University of Rochester with a BA degree in chemistry (minors in math, physics, and biology) in 1970, received a Juris Doctorcumlaudefrom Albany Law School in 1975, a certification in Dispute Management from the Cornell School of Industrial and Labor Relations in 1996, and a MA in Theology from St. Bernard'sSchoolofTheologyand Ministry in 2004. He has also served as a volunteer mediator and arbiter in local Community DR Centers, a volunteer arbiter in the Attorney General's fee dispute and Lemon Law programs, and an arbiter with FINRA Dispute Resolution..
