Justin is a graduate of UC Berkeley and Stockton-based Humphreys College, Laurence Drivon School of Law. He has spent his entire career as an attorney in the area of Workers' Compensation.. After representing employers and insurance companies in the defense of workers' compensation claims for several years, Justin elected to resign his employment in representing the defendants and now exclusively represents injured workers in the Sacramento and San Joaquin Valleys.. I decided that I wanted to return to government service, therefore,  in  March of 2007 I joined the Legal Division of the California Department of Resources, Recycling and Recovery (CalRecycle) as a Senior Attorney practicing environmental law.. My duties at CalRecycle included: Representing the Director in administrative hearings, advising the Director and staff on principles of administrative law and practice and a variety of state laws, including the Bagley-Keene Act, the Public Records Act, the California Environment Quality Act, evaluating compliance with the Integrated Waste Management Act, and drafting and finalizing regulations implementing California's groundbreaking environmental legislation – Senate Bill 1383 – The Short-Lived Climate Pollutant Reduction Act. I retired from state service in March 2023.. I am admitted to the California Supreme Court, the US Court of Appeals for the Federal District, the US Court of Appeals for Veterans Claims, and the Northern and District Courts for the Northern and Eastern District of California..
