Mark was born in Portland, Oregon and raised in Oregon. He graduated from Portland State University with a degree in Political Science and a minor in History. He attended law school at Willamette University College of Law.  Mark practiced law in Oregon and Illinois. He is married to Carolyn and they have two children.
