As an attorney and executive with extensive experience in the public and private sectors, Stephen has practiced law for over 25 years representing individuals in personal injury and mass torts cases and consumers in class action lawsuits. Stephen has received rating of AV Preeminent from Martindale Hubbell, the highest ranking of professional excellence from a lawyer's peers.. Over the course of his legal career, Stephen has represented consumers in class action lawsuits against major national banks and credit card companies for imposing improper late and overlimit fees and promoting and selling worthless add-on products. Stephen also represented home owners in litigation against the leading title insurance companies in California. Settlements in the cases brought a total of $50 million for consumers, and resulted in industry-wide changes in the providing of escrow services.. Serving as special counsel for the State of California, multiple California counties and the City and County of San Francisco, Stephen investigated a half-century of efforts by the tobacco industry to promote smoking by teenagers as part of the multi-state litigation against the tobacco industry. He deposed senior tobacco marketing executives and succeeded in obtaining the production of documents from R.J. Reynolds Tobacco Co. (RJR) on current marketing programs. The documents produced by RJR included its infamous "Project SCUM" campaign.. Upon the successful conclusion of the historic litigation, Stephen drafted a lengthy letter to California Attorney General Bill Lockyer calling for him to bring an enforcement action against RJR for advertising in magazines with a high teen readership. The Attorney General filed a lawsuit against RJR in 2001. Three years later, a settlement was reached requiring RJR to pay a $17 million fine and cease its advertising in magazines with a teen audience of 15% or more of its readers.. Today, Stephen serves as Of Counsel at the Dolan Law Firm. He directs the firm's marketing efforts and actively participates in the investigation and review of new cases involving serious personal injuries, bicycle, motorcycle and vehicle accidents, employment discrimination and wrongful termination, elder abuse and neglect, and fraud against the government (False Claims Act and whistleblower cases).. Arthur Lazear has practiced law for more than 30 years, helping to obtain successful results for worthy clients nationwide. Mr. Lazear has prosecuted some of the biggest class actions ever litigated in employment law, but has never abandoned his level of personal attention to each client, which is the firm’s hallmark.. Mr. Lazear’s father was a janitor, a Russian immigrant who worked nights in a tireless effort to provide his children the hope of a better life, that they might realize the American Dream. The example set by his father inspired Mr. Lazear’s lifelong commitment to protecting and enforcing the rights of working men and women at the hands of unethical or careless employers. He began his career arbitrating on behalf of labor union employees, including steelworkers, communications workers, federal government employees, and of course, janitors, completing more than 100 labor arbitrations in his storied career.. In the Continental Can cases, Mr. Lazear, along with Dan McIntyre, an in-house counsel for the Steelworkers, represented hundreds of workers at plants nationwide who were discriminated against by being laid off illegally to defer or deny their entitlement to pension benefits, in violation of the Employee Retirement Income Security Act (ERISA). Ultimately, after multiple, lengthy trials, the firm recovered nearly half-billion dollars of damages for the workers.. In the Pacific States Steel case, which has been in and out of litigation since 1979, Mr. Lazear fought successfully to force the company to pay hundreds of steelworkers’ their promised lifetime medical benefits. After their plant was shut down, he was able to secure the land and the plant itself as collateral against the amounts owed the many pensioners. After convincing the United States District Court to force the company to turn over to the plaintiffs the large piece of contaminated property in Union City, California, which had held the plant, Lazear’s diligence ultimately saw the land remediated, sold, and developed into 800 homes, with tens of millions of dollars in proceeds distributed to the plaintiff class.. Having tried dozens of employment cases to verdict, Mr. Lazear has also fought for employees’ rights at the California Supreme Court, at the United States Court of Appeals for the 9th Circuit, and at numerous other courts in California and nationwide.. Mr. Lazear has not only helped empower employees in the workplace, but has tried to verdict complex matters relating to medical malpractice, commercial disputes, and land use. The common theme of Mr. Lazear’s high-quality, diverse representation is that he works to make a positive societal impact in every case.. Mr. Lazear has trained generations of lawyers how to practice law and how to write persuasive arguments, and his briefs are often used as teaching tools in law schools. He is native of New York, a graduate of the University of California-Berkeley and Boalt Hall School of Law, and remains an avid Cal and East Bay sports fan. Mr. Lazear is married to Angela Lazear, also a firm employee, and they have two children.
Arthur Bryant is a nice Jewish boy who decided he wanted to become a public interest lawyer when he was 14 years old. So, he went to Swarthmore College, Harvard Law School, and that’s what he did. The National Law Journal has twice named him Arthur of the 100 Most Influential Attorneys in America. He has won major victories and made new law fighting for consumers’ rights’ workers’ rights, civil liberties, civil rights, clean air, clean water, food safety, corporate and government accountability, the poor and powerless, and access to justice for all. He is listed in Who’s Who in America, Who’s Who in American Law, and Who’s Who in the World.. Arthur spent the past 35 years helping build and lead a national public interest law firm – Public Justice, – that works with lawyers nationwide to bring cases that will make a difference. He joined Public Justice as its sole Staff Attorney in 1984; became Executive Director in 1987; Chairman in 2014; and Chairman Emeritus in 2019, his 35th anniversary with the organization. When Arthur became Executive Director, the group had two staff (Arthur and the receptionist), a small office in Washington DC, fewer than 25 annual members, a $275,000 budget, and very few cases on its docket. It now has 43 staff (including 23 attorneys), offices on both coasts, over 2,700 members, a $7.5 million budget, and, over the past 30 years, has been involved in a broader range of cutting-edge, high-impact cases than any public interest organization in the country – including two cases before the U.S. Supreme Court last year, both of which it won.. That was the perfect capstone to Arthur’s decision that it was time to re-enter private practice. He is now opening a West Coast Office in Oakland for Bailey & Glasser, created by a close friend he met the first week in law school, and more dedicated than ever to fighting for justice.. Arthur has been honored by, among others, the American Association for Justice, the American Bar Association, Harvard Law School, Mass Torts Made Perfect, the Consumer Attorneys Associations of Los Angeles and San Diego, the Iowa Association for Justice, the New Jersey Association for Justice, the Pennsylvania Association for Justice, the Philadelphia Trial Lawyers Association, and the Western Trial Lawyers Association. The Oregon Trial Lawyers Association has named its public service award the Arthur H. Bryant Public Justice Award.
