law, Jay served as Director of Communications for the Washington Forest
Protection Association, an industry trade association in Olympia. He
developed and implemented public affairs management programs for
private timber landowners in Washington, developed strategic policies,
and managed political issues at federal, state, and local levels. His
scope of issues included land use planning, forest management, and
complex negotiations with regulatory agencies, environmental groups,
and Indian tribes.. Jay began his career as a land use planner
for the Regional Planning Commission in New Orleans, his home town. He
has been active in civic, business, bar, land use, and arts
organizations.

He also enjoys golf, skiing, fishing, as well as all water-related activities.. Bryce graduated in 1961 from the University of Washington with a major in political science and a minor in economics. He attended the University of Washington Law School and Gonzaga University, where he received a Doctor of Jurisprudence degree in 1966. Bryce received the Bureau of National Affairs Award which is given to the member of the law graduating class who has achieved the highest grades during the year immediately preceding graduation. Bryce was an associate editor of the Gonzaga Law Review.. Bryce is a member of the Phi Delta Phi Legal Fraternity and he is currently a member of the Washington State, Pierce County, and American Bar Associations. He is also a member of the Washington State and American Hospital Attorneys Associations. He has been a member at the Washington State Bar Association’s Disciplinary Board. He has served as a member of the Board of Trustees, as well as Secretary-Treasurer of the Pierce County Bar Association. He has been a member of the Legislative Committee and Continuing Legal Education Committee for Washington State Bar Association, as well as Special District Counsel.
