Leslie Clark focuses her practice on land use and environmental issues and related litigation.  Her experience includes advising private and public sector clients on land development and entitlement issues; testing statutory and constitutional limits of land use regulation by counties and cities; evaluating rates and taxing authority of municipalities; serving as general counsel to Washington special purpose districts; litigating a broad range of civil matters including shoreline, environmental impact, breach of contract, employment, and civil fraud issues.. Leslie has published on land use and environmental topics, including the evolving regulatory takings and cleanup apportionment laws.. Prior to joining Phillips Burgess PLLC in January 2015, Leslie worked for two Seattle law firms, where her practice focused on land use, environmental, and municipal matters.  Representative work included analyzing water districts’ authority to set and collect connection and development charges; prevailing on a port district’s interpretation of Washington’s Open Public Meetings Act; and establishing federal cleanup liability against a Canadian smelting corporation.. Jeff organized the national event celebrating the Centennial Year of the Doberman Pinscher in the United States in 2008.  The Centennial Committee, which he formed and led, flew living World War II Marine War Dog Handlers from the South Pacific campaign to Topeka, Kansas for a special ceremony at which they were honored.  The highlight of the evening was the signing by national working dog organizations of a document Jeff drafted entitled "Convention on Cooperation Among America's Working Dog Organizations," which was signed with the formalities of a treaty-signing ceremony.  Following the signing, the Convenvtion on Cooperation was handed to the Deputy Director for the Office of Bombing Prevention with the U.S. Department of Homeland Security, who was in attendance.. Chad’s practice is focused on business, commercial real estate, and construction law, which includes both transactional and litigation matters.. From his experience as executive, in-house counsel to a development and construction firm, he brings an ability to relate to and appreciate his client’s has also served as a guest lecturer to architects and contractors on AIA Construction Contract Documents. In 2007, Chad was honored as member of the “40 Under Forty” by the Business Examiner.

Born in Walnut Creek, California, Dianne K. Conway grew up in Mt. Kisco, New York and completed high school in Bellevue, Washington. She then went on to receive a B.A. in Near Eastern Languages and Civilization at the University of Washington, an M.A. in Arab Studies from Georgetown University, and a J.D. at the University of Virginia School of Law. In between, she also worked in Washington, D.C. and lived in Syria and Israel before landing in Tacoma and joining GTH, where she seems to have finally settled down.. Dianne’s practice areas include environmental law, real estate litigation, natural resources law, and land use. Her commitment to these issues also extends to her life outside work. She has co-authored articles about environmental issues and litigation, and she served as a member and officer of the Board of Trustees of the AgForestry Education Foundation from 2007 to 2012. Dianne also served on the Point Defiance Zoo Society’s Board of Directors for 11 years, including as President, and was chair of the 2013 Zoobilee. Currently, she serves as President of the fabulous Symphony Tacoma.. Dianne lives with two lively and intelligent border collies, and she sometimes considers acquiring a small herd of sheep – or fulltime Frisbee thrower – to keep them occupied while she’s working. Dianne’s other interests include travel both near and far, exploring the outdoors, and enjoying great food and wine with friends.

Bill Lynn has been with GTH since 1979 and his approach has always been characterized by an emphasis on problem-solving. His primary areas of practice include land use and zoning, real estate, environmental law, and municipal law. He has provided land-use representation for large and small residential, commercial, industrial and mixed-use projects throughout the Puget Sound area and is experienced at litigating matters under the State Environmental Policy Act.. An active member of his community, Bill has served on the board of the Cascade Land Conservancy and on the legal trust committee of the Building Industry Association of Washington. He has been a member of the board of directors of Tacoma/Pierce County Habitat for Humanity since 2009 and he is also a longstanding supporter of the Point Defiance Zoological Society.
