Kiernan Waters is an estate planning attorney focused on aiding seniors and caregivers, baby boomers, individuals with special needs, and young families. While earning her JD, Kiernan was active in the Student Bar Association and served as Vice Justice of the legal fraternity Phi Alpha Delta. Victoria grew up in Central New York where she was active in local theater, Odyssey of the Mind competitions, NYSSMA All-State chorus, and the Girl Scouts of Foot Hills. Victoria holds a Bachelor’s degree in Anthropology and History from Nazareth College of Rochester (2015), and received her Juris Doctorate from the University of Baltimore School of Law (2018).. While in Law School, Victoria was an Assistant Managing Editor for the University of Baltimore Law Review and served as Law Scholar for Professor Natalie Ram’s Property class and Professor Angela Vallario’s Contracts I class. Victoria was also a Special Needs Estate Planning Fellow under the guidance of Professor Vallario and was employed as a law clerk at a Family Law firm in Owings Mills, Maryland.. In 2018, Victoria joined Bagley & Rhody’s Estate Administration department as a Law Clerk and became an Associate at Bagley & Rhody in January 2019. Her practice focuses on Estate and Trust Administration and Estate Planning.

I am a graduate of Loyola Blakefield High School in Towson, Maryland. I received my undergraduate degree from Saint Joseph’s University and went on to obtain my law degree from the University of Maryland School of Law. Following law school, I served as a law clerk in the Circuit Court for Harford County, the Court of Special Appeals of Maryland, and the Court of Appeals of Maryland, the highest court in the State of Maryland. My practice focuses on estate planning, elder law, and business planning at Sinclair Prosser Gasior Law.
