Do dispatch calls get recorded?

Location: Maine I am having a HUGE issue with an initial police report not being filed about an incident with a child under 2. Plus a lot of other BS surrounding a protective order they keep saying is not being violated I also have a cop who has been bending rules and lying to me. Should I be able to find the recording of a call when I call the business line, the receptionist answers, and then connects me to dispatch? [I talked to dispatch through the non emergency number about an incident that happened. One cop who has a sketchy reputation is trying to tell me that call wouldn't be found on recording].
