Seeking guidance on who to contact

Location: Arizona I have had power of attorney for my mother in California since 2021. She has Alzheimer’s and is currently in a memory care facility. My estranged sister lives near her and got documents granting her POA. The documents are signed and notarized, but according to my mother, she was told to sign them by my sister “so we can be a family again”. I have tried contacting lawyers in AZ and CA to clarify the validity of a POA signed by a dementia patient, but none seem willing/able to help me and advise me to contact a lawyer from the other state. (CA tells me to call AZ bc that’s where I’m located, and AZ tells me to call CA bc that’s where my mother is located) I also want to make sure that my mother’s living will is on file at her memory care facility, but it appears that my sister has placed me on some sort of block list at the nursing facility. I’m just looking for some guidance on who should I contact regarding my mother’s situation, and possibly what type of lawyer do I need to consult with?
