Brother arrested this morning, questions about bail bond

Location: Texas Hi. I’m sorry if this isn’t the place to post this but I have no idea where to go or what to do and my family lives in Florida while my brother is in Texas. This morning my brother was arrested and charges he’s facing are identity theft and I believe possession of stolen documents if I’m not mistaken. His Amazon work account was closed so he was working under the account of a friend who let him use it, and I guess when he got pulled over for speeding the officer saw an ID that didn’t match him and arrested him. My brother is currently undergoing asylum process. My family is trying to see if we can do anything about bail bond but when we call they’re telling us they’re unable to bond him out because he is not a U.S Citizen or Resident however I keep getting answers online that are telling me otherwise. I believe he can pay 5k bond but we can’t afford it. Can anyone please give me some advice? Thank you.
